This is an amazing example of how lighting can change the appearance and mood of a person's face. This is actually a teaser video for the song "Sparkles and Wine" by the artist Opale.
There are no special post-production effects here...just rapidly changing lighting angles and colours. Note how the look of the actor's face changes quite dramatically with each change in lighting angle. 
As Shakespeare probably once said "If all the world's a stage...I want better lighting."
